This research, developed by C de Cultura and Outra Onda Conteúdo, explores the critical intersection between culture and climate, aiming to systematize the main evidence, challenges, and opportunities at this crossroads. Despite growing involvement from artists and cultural organizations in environmental issues, cultural policies still lack systematic and effective support for climate action beyond isolated local efforts.
The study highlights the urgent need for a cultural governance framework that actively involves culture makers, Indigenous peoples, traditional communities, and guardians of cultural heritage to address climate risks and uphold cultural rights. It emphasizes the importance of mapping lessons from both local and global initiatives that can be adapted to the Brazilian context, and stresses the need for innovative, collaborative funding models. One of the core findings is that civil society coalitions currently drive most of the integration efforts between culture and climate, with limited institutional support from public policies. A lack of adequate funding and training for public officials and cultural managers is a major barrier.
