Global Resources Report Data Submission and Use Notice

This Data Submission and Use Notice outlines how GPP handles information provided by contributors, with the goal of ensuring clarity and transparency concerning data collection, usage, and protection. 

GPP is committed to maintaining the security and confidentiality of submitted data, including options for anonymity and redaction upon request. GPP maintains safeguards to protect all contributor data throughout the submission, storage, and reporting process.

About the Global Resources Report

The Global Resources Report: Government & Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities (GRR) is a biennial research initiative of the Global Philanthropy Project (GPP) that analyzes global philanthropic and government funding for LGBTI issues and communities. The report is based on data voluntarily submitted by donor organizations – including foundations, non-governmental organization (NGO) intermediaries, and government and multilateral agencies – as well as publicly available sources. This information is used to identify trends, gaps, and opportunities in LGBTI funding worldwide. 

Information We Collect

1. Information Voluntarily Provided to GPP by Grantmakers

Grantmaking Information: The GRR grant database is developed predominantly through self-reporting by grantmakers who directly submit data about their LGBTI-related grants. Some submissions are made by grantmaker network organizations on behalf of, and with permission from, their member organizations. All submissions are voluntary, and contributors may request redaction or anonymity of specific data elements. Information submitted by contributors may include:

  • Grantmaking institution names and geographic locations
  • Grant amounts
  • Timing and duration of grants
  • Grant recipient institution names and geographic locations
  • Project descriptions
  • Grantee mission description
  • Source of funds (for intermediaries and regranters)

Contributors may also provide contextual notes or clarifications about their submissions.

GPP collaborates with Funders for LGBTQ Issues to collect the voluntary data submissions. United States-based contributors generally submit their information to Funders for LGBTQ Issues, while GPP typically receives submissions from contributors based outside of the United States. Organizations providing information on both United States and non-United States focused grants may provide their information to either receiving entity who will share the submission with its data collection partner. 

Contact Information: Contributors may also provide contact information for their organizations, which may include organization name, name of contact person, postal address, email address, and telephone number. 

2. Information Collected from Public Sources

Contributors’ data submissions may be supplemented by information gathered from publicly available sources, including:

  • Foundation tax filings
  • Annual reports and financial statements published by donor organizations
  • Press releases
  • Online grants databases
  • Other credible public records of philanthropic and government funders 

How We Use Submitted Information

1. The Global Resources Report (GRR)

GPP’s primary use of submitted grantmaking information is for evaluation and inclusion in the GRR. We assess and code the submitted information for inclusion in a dataset maintained for the report. We analyze the data to identify and report on a range of findings that are included in the GRR, which are summarized below. 

2. Additional reporting

In addition to the Global Resources Report, GPP uses the dataset to provide LGBTI funding analyses in related research and reporting, consistently maintaining the methodology and standards of the GRR.

3. Internal Uses

GPP may also use information submitted by contributors to inform internal analysis based on geographic, population, issue, or other funding focuses to further GPP’s efforts to better understand and coordinate grantmaking for LGBTI issues and communities. Unless the donor has requested anonymity, GPP may also use the dataset to identify funders for invitation and inclusion in a focused convening or event. 

4. Contact Information

GPP uses submitted Contact Information only to communicate with a contributor as follow-up on submissions, request clarification, or to communicate regarding participation in related GPP research and events. Contributors may request removal from outreach lists at any time. GPP does not sell contact information, nor do we publish or share contact information unless authorized by the organization.

How We Share Submitted Information

Submitted information is shared primarily in aggregate through the GRR, helping to illustrate trends in LGBTI-related funding across geographic, issue, strategy, and population focus. We do not identify specific grants or disclose information that would allow the identification of specific donor-grantee relationships, except where the information is already public or explicitly approved for release by the involved organizations. The GRR may include reporting of the following:

1. Global

  • Top 20 foundation donor lists – donor name and total grant amount
  • Top 20 recipients – recipient name and total amount
  • Top 10 foundation donor lists – donor name and total number of grants
  • Top donor government lists (all included) – government name, total grant amount, total number of grants, total number of embassy grants

2. Global Focus (Global South and East/Global North/International)

  • Top 10 donors (foundation and government combined) – donor name and total grant amount 
  • Top 10 recipients – recipient name and total amount 

3. World Region

  • Top 10 donors (foundation and government combined) – donor name and total grant amount 
  • Top 5 NGO intermediary donors – donor name and total grant amount 

4. Appendix II

  • Full donor list – donor name, total direct award grant amount, total amount awarded for regranting, total number of grants

Individual grantmakers and grantees may be anonymized upon request, in which case their submissions will appear in the GRR as “Anonymous” in combined totals.

Unless anonymity has been requested by the donor organization, GPP may occasionally share donor organization names with event partners for private outreach planning, but no contact information or grant data is shared without permission.

Safeguarding Submitted Information

GPP has implemented a range of administrative, technical, and physical security measures to protect information shared with us throughout the submission, storage, and reporting process. Although these safeguards are reasonable, given the inherent risk in electronic transmission and storage of information, we cannot guarantee that there will never be an instance of unauthorized access, unauthorized disclosure, or loss of the submitted information.

1. Data Storage

GPP stores submitted information in a secure, password-protected file system accessible only to authorized GPP research staff. We maintain all files on an encrypted server to reduce the risk of unauthorized access or disclosure.

2. Data Transfer

Grantmakers may submit data through a secure online form connected to the encrypted GPP database. Data can also be submitted to GPP through other secure methods upon request.

3. Data Minimization

GPP only collects funding related data necessary to meet the goals of the GRR. Optional data fields are clearly marked in the submission form, and contributors may choose how much detail to provide. Data minimization also occurs through redaction and aggregation of information. 

4. Data Collection Partner Protocols

When GPP shares submitted information with its data collection partner, Funders for LGBTQ Issues, this is done through secure, access-limited file-sharing systems. Funders for LGBTQ Issues has confirmed to GPP that it follows strict data usage and security protocols based on its own policies. 5. Access Control

Access to submitted information is limited to GPP personnel who require it for research, verification, and reporting purposes. All GPP staff involved in data handling are trained in responsible data management and confidentiality protocols.

6. Anonymization Options

Contributors may request that grantmaker and grantee identities be anonymized in the GRR. GPP honors these requests by combining anonymized data, further ensuring that specific grants cannot be traced to identifiable organizations. Redaction of specific information may also be requested.

7. Ongoing Review

GPP periodically reviews its data security practices to ensure they remain aligned with industry standards and appropriate for the sensitivity of the information entrusted to it.
