Global Fund for Women envisions a world where movements for gender justice have transformed power and privilege for a few into equity and equality for all.  Our mission is to fund and strengthen bold and ambitious gender justice movements to create lasting meaningful change. The Program Director develops strategy, manages projects, and implements strategic grantmaking and movement strengthening and engages in philanthropic advocacy with a focus on Freedom from Violence.



The Director, Freedom from Violence is a full-time position working within the Programs team.   The Programs team unifies grantmaking, movement-strengthening and resource mobilization to get money and attention where they will make the biggest difference in the fight for gender justice. The position requires practical global expertise in grantmaking and movement strengthening for women’s rights, developing insight, concepts, strategies and relationships that strategically advance women’s rights.  The Program Director develops and manages a portfolio of grantee partners advancing a range of movements designed to dismantle systems that oppress and build systems that liberate and advance freedom from all forms of violence. This includes selecting, managing and building relationships with grantees. The Director works with the Learning, Evaluation and Impact team (LEI) to develop metrics and proactively engage in aligned advocacy efforts. The position also acts as a critical collaborator and thought- partner within the Programs team, offering country, regional and other expertise to inform other programs strategies and – reciprocally – soliciting input and ideas from other Programs team colleagues to inform their own strategies, ideas and projects. They will contribute ideas, analysis and concepts for Development proposals, engage and educate donors, and provide insights and reports on Global Fund for Women work and that of its grantees. When appropriate, they will implement funded initiatives according to specified timelines and outcomes in collaboration with a Program Officer.



Thematic Strategy and Expertise

  • Develop global expertise, analysis and thought leadership to guide global grant-making priorities and strategies, with a focus on Freedom from Violence
  • With input from peer colleagues, develop Global Fund for Women grantmaking priorities and distinct strategies for Freedom from Violence working within an agreed Programs team process
  • Provide colleagues with country/regional expertise and liaise with in-country advisors.
  • Support gender justice movements and priorities globally as well as in the Middle East, North Africa, Eastern and Central Europe in particular
  • Assess, manage and strengthen the capabilities of movements committees and advisory networks in relation to Freedom from Violence
  • In line with approved strategies, develop critical partner relationships for Global Fund for Women in the Freedom from Violence spaces
  • Provide support and supervision to team; including staff, external consultants, and advisor

Grantmaking, Movement Building, and LEI

  • Develop and manage a high-performing portfolio of select grantees working for Freedom from Violence, including reviewing profiles, grant proposals and reports, assessing and selecting grantees, and carrying out grantee check-in
  • Consult with grantees and advisors to ensure a high quality portfolio and participation in major initiatives
  • Ensure the timely and high-quality completion of all portfolio deliverables and reports
  • Engage proactively with Grants Operations and LEI team colleagues to ensure the successful management, delivery and tracking of grants and grantee reports.
  • Provide input to LEI’s efforts to produce high quality qualitative and quantitative information on grantmaking, movement building and advocacy impact
  • Provide input and thought leadership as needed on ‘major initiatives’ and projects within impact area or region of Where appropriate and feasible, manage up to three ‘major initiatives’
  • When recommended and feasible, implement “grants plus” strategies to build movements including thematic, cross-cutting and/or in- country/regional convenings, leadership development, campaign coordination and capacity-building activities
  • Undertake other projects and initiatives – including initiatives relating to other themes as needed

Fundraising and Resource Mobilization

  • Support Development strategies aligned with organizational efforts to accelerate revenue
  • Develop specific concepts and ideas for Development, in line with approved strategy and in concert with team leadership
  • Participate in meetings, pitches and presentations to current and prospective donors
  • Consult with grantees and advisors to gather relevant information for specific proposals and reports or facilitate communication with Development team
  • Review funding proposals and final reports to donors, provide analysis and ensure timely, accurate information from the field is included
  • In collaboration with Development, Grants Operations, and LEI, ensure that all donor requirements for reporting, results and engagement are fully met
  • Serve on funder collaboratives


Thought Leadership and Advocacy

  • Engage proactively with Communication and Engagement team (CET) colleagues to:
    • Provide input on how the work of movements on the ground could intersect with Global Fund for Women advocacy
    • Consult with grantees and advisors to identify opportunities and gather relevant information for specific programmatic/ fundraising concepts and proposals
    • Facilitate process and carry out actions to embed advocacy into programmatic/ fundraising concepts and proposals, design of convenings and other “grants plus” activities
    • With support of CET colleagues, develop personal visibility, presence and contribution g. via l social media, blogging or op- eds
    • Contribute to grantee insight and content to support advocacy efforts in response to ‘crisis’ or ‘breaking news’ situations, or for planned proactive thematic campaigns
  • Serve as a Global Fund for Women spokesperson to the media and to others when needed


Additional responsibilities

  • Be a leader and mentor for Freedom from Violence within the Programs team, encouraging the development of an integrated, cohesive and nimble team culture, and fostering the development of talent, new ideas and leadership across the team
  • Play an active role in team meetings and in team planning
  • Participate in occasional cross-functional work teams and projects, in negotiation with supervisor
  • Ensure compliance with Global Fund for Women policies and procedures



Internal: Constructive, effective daily working relationships with Programs Team colleagues, with Grants Operations staff and across other teams (CET, Development and Finance). Significant interaction on strategy and management with Vice President of Programs. Supervision and collaboration with Program Officer, Freedom from Violence.


External: Strategic, dynamic relationships with Grantee partners, advisors, feminist movements, institutional and individual major donors, peer organizations, foundations, think tanks, networks, international agencies and organizations, and media, with a particular focus on Freedom from Violence.




  • Proven ability to be a grantmaking strategist, thought leader and spokesperson on global women’s rights issues, particularly Freedom from Violence
  • Solid experience, knowledge and understanding of women’s human rights, including the role of movements in advancing women’s rights
  • In depth knowledge of at least one (and ideally several) of Global Fund for Women’s operating regions (Asia Pacific, Eastern Europe & Central Asia, Latin America & the Caribbean, Middle East & North Africa, Sub-Saharan Africa).
  • Ability to be an internal and external expert on those countries and region(s).
  • Excellent project management Ability to deliver projects and activities on deadline in a fast-paced environment with many competing demands and priorities, and without administrative support
  • Proven ability to recognize opportunities and suggest, secure and raise funds for new programmatic initiatives and collaborations
  • Readiness to work in a team setting that integrates grant-making and advocacy, and strong ideas about how Global Fund for Women’s advocacy can advance women’s movements
  • Ability to travel up to 30% of work time
  • Excellent written and verbal communications and influencing skills
  • Ability to build and maintain relationships with a wide range of internal and external stakeholders at all levels
  • Proven ability to generate compelling fundraising and advocacy content inclusive of experience writing content for successful grant awards
  • Highly competent ICT and information management skills
  • Proven ability to manage team, external consultants, and advisors
  • Spoken and written fluency in English, and at least one other language in French, Spanish, Russian, or Arabic

Strongly Preferred:

  • Established credentials, public visibility, media relations and experience as spokesperson in areas of grantmaking focus
  • Knowledge and connections in the international funder landscapes for women’s rights
  • Experience in advocacy activities such online campaigns, policy/ international advocacy, social media activism, media relations, op-ed writing and digital story-telling
  • Direct fundraising experience – ideally with major donors, governments and institutions



  • Minimum 7 years’ experience in women’s rights ideally in a philanthropic, social change or rights-based setting
  • Evidence of being a successful grantmaker, grantmaking strategist, thought leader and spokesperson on aligned global issues
  • At least 3 years’ experience in both grant-making and program design and implementation
  • Degree in a related field
