Protego: Operationalizing the Geneva Consensus Declaration

Ipas – Partners for Reproductive Justice

This research explores Protego, an initiative founded by Valerie Huber, an American anti-gender activist initially known for promoting abstinence-only education in Ohio. Huber gained national and international recognition during her tenure in the Trump administration, where she played a pivotal role in the creation of the Geneva Consensus Declaration (GCD), a global anti-abortion initiative.

Following Trump’s electoral loss in 2020, Huber left the Department of Health and Human Services (HHS) and established the Institute for Women’s Health (IWH) in 2021. Despite IWH’s claim to focus on advancing women’s health, the research suggests that it primarily serves as a platform to implement the GCD through a novel initiative called Protego. This initiative is designed as a partnership between IWH and government ministries, aiming to influence public sector training in areas such as education and healthcare. The analysis includes an examination of the Protego strategy, goals, funding, and possible strategies for action and mitigation.
